The bavarian red cross is a corporation under public law and is organized in central office, district and local organizations and groups. All in all several hundred organizational units with several thousand employees and contributers.

Availability and performance are the key-aspects for the web-presence of this organization.

User management and keeping local content up-to-date has to be done decentralized and at the same time shall content be distributed from organizational units according to some hierarchy. The appearance has to be consistent and access permissions regarding editing of content has to be limited to the areas users are allowed to access and edit. Events from various sources have to be incorporated and locally adapted.

These and many more complex requirememts were part of the conceptual design and implementation as well as evolution of the BRK-CMS (Content Management System) based on Plone.
